In a significant development in the national response to domestic abuse, the UK Government has announced a comprehensive new initiative aimed at addressing the root causes of abusive behaviour.
Backed by a £53 million investment over the next four years, initiative is designed to protect victims by directly targeting the most dangerous perpetrators across England and Wales.
At the centre of this initiative is the expansion of the Drive Project, a pioneering intervention programme that has been in pilot since 2016. Unlike traditional approaches that focus solely on supporting victims, Drive works to change the behaviour of high-risk domestic abuse perpetrators through intensive, one-on-one interventions. These are delivered alongside robust victim support services, ensuring a dual approach to safety and accountability.
The programme also addresses contributing factors such as substance misuse, mental health issues, and housing instability, while enforcing legal protection orders where necessary.

This initiative forms a key part of the Government’s broader Plan for Change, which seeks to overhaul the national response to domestic abuse. With a domestic abuse-related crime recorded by police every 30 seconds, the urgency for systemic change is clear.
By March 2026, up to 15 new areas will implement the Drive Project, with a full national rollout planned thereafter. The message is unequivocal: to end domestic abuse, we must intervene at its source by changing the behaviour of perpetrators and breaking the cycle of harm.
