Approval has apparently been given the go ahead by planning officials for the redevelopment of the old Bible college site at Derwen Fawr in Swansea.
The application has to be passed by councillors for 24 homes.
This land is some of the most valuable in the city. Approval will generate controversy.
Previously it was found that 33 trees with preservation orders were felled without permission.
Concerns have also been raised over the landscape drainage and potential traffic issues.
This is the debate every time - building more houses v the protection of amenities for existing residents.
