According to the 'voice of small business index' from the Federation of Small Businesses, the first quarter of 2013 has shown an 'increase in confidence'. What's more, indicators show that, IT teams will see a slight increase in their spending (ref The Hackett Group) compared to finance, procurement and HR department.
