Venues will be able to open for longer after the government announced an extension to licensing hours for England and Scotland beyond the group stages of the tournament.

The extension, known as a contingent Licensing Hours Order, aims to help support the hospitality sector and is expected to provide a boost to the city’s economy during the major sporting event.

The order allows licensed premises in England and Wales that are already authorised to trade until 11pm to remain open longer for the sale and supply of alcohol for consumption on the premises. It also allows for the provision of late-night refreshment, subject to their existing premises licence conditions.

When England or Scotland are playing, licensed venues can stay open:

  • Until 1am for matches kicking off between 5pm and 9pm
  • Until 2am for matches kicking off between 9pm and 10pm

These extensions apply to the rounds of 32 and 16, quarter-finals, semi-finals, third place play-off and the final. For all other matches, normal licensing hours remain in place.

Matches starting before 5pm or after 10pm do not benefit from the national extension. In these circumstances, individual licensed on‑trade premises may give a Temporary Event Notice (TEN) to the local authority if they wish to remain open later.

Leader of City of Wolverhampton Council, Councillor Stephen Simkins, said: “Major sporting events such as the World Cup are a brilliant chance for our local pubs, bars and hospitality venues to thrive, and we’re pleased to support the extended licensing hours so residents can come together and enjoy the tournament.

“We want our communities to benefit from a lively, positive atmosphere where people can celebrate, show their support and spend time with friends and family.

"We will work closely with West Midlands Police and our partners to help keep everyone safe throughout the competition. It’s important that people celebrate responsibly and respect those around them.

“We want everyone to make the most of the occasion. By enjoying the games and looking out for one another we can make this a World Cup to remember for all the right reasons.”
