Under Part L of the Building Regulations 201, Part L - Conservation of Fuel and Power if your walls are not insulated to an acceptable standard you have to upgrade the insulation to your walls.
I have surveyed properties for buyers who thought it would be ok to just re-render and have advised them about the extra costs for insulation measures.
