
The Physical Activity Framework sets out a cross-sector strategy to create more opportunities to make physical activity a natural part of everyday life, supporting healthier, happier and more resilient communities.
The framework comes as Walsall embarks on a funded multi-agency, place-based partnership with Sport England, following its selection earlier this year as one of 53 additional Place-Based Expansion Partnerships, which also includes Dudley, Sandwell and Wolverhampton. This partnership aims to tackle inactivity and health inequalities through systemic, long-term change.
Physical activity levels in Walsall are below national averages, with only 58.1% of adults and 37.8% of children and young people meeting recommended activity levels.
Being active improves physical and mental health, reduces the risk of developing chronic disease, boosts mood and enhances how well a child performs in education.
The Physical Activity Framework has been designed with a range of key stakeholders, including Council services such as the Community Building team, Walsall Together, Active Black Country and organisations across different sectors, to directly deliver the We are Walsall 2040 ambitions and themes, with a vision of inspiring communities and transforming the lives of Walsall residents through physical activities and movement.
Ten strategic areas have been identified for development across the life course, with targeted priorities for children and young people, older people and communities facing the greatest health inequalities. The framework proposes a whole-system approach, recognising the need for influence and change at a variety of levels. This includes local policy, such as cycling and walking, infrastructure, access to green space and local services that support residents to become more active, including a focus on physical activity as a health intervention.
The Health and Wellbeing Board will be asked to endorse the draft framework and support the creation of a Programme Steering Group, which will oversee delivery and report progress. This group will also guide Walsall’s application for the next phase of Sport England funding, expected in the middle of 2026.
