The transformation focuses on 3 key areas – Early Support, Ageing Well and Safeguarding, and Disabilities and Mental Health.
One of the most significant changes is the introduction of specialist social work teams based on people’s needs – for example, disability – rather than more generic locality teams, as was previously the case. This will enable individuals to benefit from the expertise of professionals with specialist skills and knowledge tailored to their circumstances, rather than where they live.
In addition, the creation of an Early Support service is providing timely help to prevent, reduce, and delay needs, ensuring people receive support quickly and effectively, and before challenges escalate.
Councillor Paula Brookfield, Cabinet Member for Adult Services, said: "This new structure reflects what matters most to the people who rely on services and the professionals who deliver them. It is built on trust, respect, and collaboration, with a clear focus on delivering outcomes that improve lives.
"But the restructure is about more than changing how we work – it’s also about creating a service that is fit for the future. By focusing on specialist teams and early intervention, we are ensuring that people across Wolverhampton can access the right support, when they need it most."
As part of the transformation, the council is also investing in its workforce, and is currently recruiting to Social Workers and Assistant Team Manager positions. For further information about the roles currently available, and how to apply, please visit WMJobs.
Councillor Brookfield added: "If you’re looking for a role where you can shape the future of social care, work in a supportive environment, and be part of a team that values innovation and collaboration, the City of Wolverhampton Council is the place for you."
