From 9 November, 2026, people registering a death will be able to choose between a face to face appointment, a telephone appointment or a video appointment.
The introduction of telephone and video appointments for the first time will offer greater flexibility, enabling families to choose the option that best suits their needs and circumstances.
Also from 9 November, parents registering a birth will be required to provide one form of identification showing their full name, such as a passport, driving licence, or birth or adoption certificate.
Anyone who does not have one of these documents can instead provide two other forms of identification, such as utility bills, bank statements and marriage or civil partnership certificates.
Birth registration appointments will continue to take place in person for the time being, though telephone and video appointments are expected to be introduced next year.
Meanwhile from 9 November 2026, all births, deaths and stillbirths will be recorded electronically, meaning people will not need to physically sign the register.
Councillor Jeszemma Howl, the City of Wolverhampton Council's Cabinet Member for Governance and Digital, said: "From next month, a number of national changes will come into effect, making it easier for residents to access some of our registration services.
"These changes will help modernise the service while providing greater flexibility for residents at what can be a trying period in their lives. We would encourage anyone who is unsure about the new arrangements, particularly the identification requirements for birth registrations, to contact the Register Office for help."
