At Thurrock Play Network we are a registered charity giving Independent Advice, Support and Resources for Play and Recreation within the community.

We have a variety of exciting projects operating in and around the Thurrock area.


Thurrock Toy Library Service was established in 1980 by local registered childminders (Thurrock Toy Box). In 1995 the Toy Library service became an integral part of Thurrock Play Network and became a valuable resource for local families and childcare providers.

In early 2001 Basildon and Thurrock Special Needs Toy Library (BATS) closed its service and transferred its resources to TPN, which enabled the continuation of this much needed project.

In 2002 Thurrock Council gained access to National Government and European Social Fund (ESF) funding, enabling this service to expand across deprived areas of Thurrock, purchase a range of diverse specialist equipment and the employment of a full time Toy Library Development Worker. Thurrock Play Network entered into a Service Level Agreement with Thurrock council to expand, deliver and service this project.

Present Provision

The Toy Library service is based in 8 areas of social need, each venue caters for the differing needs of each community with a range of activities and opening hours to suit both working and non-working parents.

Each Toy Library is able to provide a wide range of toys, musical instruments, outdoor play and sports equipment, mobile sensory rooms, story sacks, persona dolls, multicultural resources as well as an opportunity to purchase a full rage of low cost craft materials.

Toys are hired on a fortnightly basis for a minimal fee and longer and shorter loan terms are available for the more specialised equipment. A delivery and collection service is available at an extra charge.
