Teenagers who think Hallowe’en gives them free rein to annoy neighbours and play anti-social pranks are being warned they risk coming up against the law. 

 

The message from Richmond Council and the borough’s police is clear: Behave yourselves and don’t spoil the festivities for younger children taking part, or cause a nuisance in your neighbourhood.

 

The borough’s police have arranged additional police patrols throughout the evening of 31 October to provide support and reassurance for members of the public who are out and about.  

 

Chf Insp Hannah Wheeler from Richmond upon Thames Police, said: “Trick or treating is for young children who are out with their parents. It is not intended for teenagers or otherwise sensible adults. Vulnerable and elderly people can find Hallowe’en a distressing time of year. 

 

“Everybody has the right not to be disturbed if they wish, so we’re asking people not to knock on someone's door if they indicate they do not want callers. We will take a dim view of this anti-social behaviour.

 

“Common assault, threats of violence or anti-social behaviour may result in arrest and prosecution.”
