The builder of Wembley Stadium, Multiplex, is to pay out in excess of £10 million to shareholders in exchange for legal claims to be stopped.
Building work at Wembley has seen numerous setbacks and it was initially supposed to be completed for this year's FA Cup final in May.
Multiplex was investigated by the Australian Securities and Investments Commission (ASIC) due to allegedly covering up details of profits back in 2005.
Shadow culture secretary Hugo Swire has written to the government to ask for explanation about why the £757 million project is yet to be finished.
Mr Swire wrote: "Given that hundreds of millions of pounds of public money has gone towards building Wembley and that billions more are about to be spent on the Olympics, it is essential that we learn the lessons for the delays and cost overruns at Wembley."
When it finally does get completed, Wembley Stadium will have the largest roof-covered capacity in Europe, holding 90,000 people.
