Historic Bank On Prospect Hill To Be Turned Into Cafe & Rooftop Wine Bar!

An historic banking hall in Prospect Hill, Douglas, can be converted to a cafe and wine bar.

Clementine Ltd’s bid for the ground floor of the building – which originally opened as Dumbell & Company in 1861 and was more recently a branch of NatWest – was approved by planners.

The company has now submitted a further application (15/00282/GB) for a three-storey side extension on the building, and a roof terrace replacing a current pitched roof.

In design and access statements submitted as part of both bids, it states: ‘The aim of the proposed work is to develop the property to improve its appearance, its utility and flexibility, its thermal performance and performance and essentially make it fit for purpose in the 21st century.

Approved works include converting the ground floor to a cafe and wine bar, a move which it is said will create 12 part-time and full-time jobs, as well converting the roof space to form additional office space, and refurbishing the first and second floors.

Registered building consent has also been granted.

The new application would see a mezzanine level between the existing ground and first floor, housing the toilets.

The extension would also provide further offices, and French doors opening on to a new flat roof.

Dumbell & Company was founded in 1853 by George Dumbell. The Prospect Hill building was completed in 1861. The bank collapsed on ‘Black Saturday’, February 3, 1900.
