Richmond Council has now written to all those drivers who were wrongly issued penalty charge notices (PCNs), outlining how they can apply for a refund.
Following a decision at September’s Council meeting, members agreed to repay around 18,500 PCNs that were issued between April 2009 – April 2011.
The decision to repay was taken even though the Council is not legally compelled to do so.
This week, all the motorists who were issued a PCN have been sent a letter informing them that they are eligible to apply for a refund and providing the details as to how they can proceed.
It is anticipated that all valid refund applications will be processed within 28 days of receipt. All refunds will be issued by cheque.
